Shri R S Pandey, a 1972 batch IAS officer is currently holding the post of Secretary, Ministry of Petroleum & Natural Gas, Govt. of India (August, 2008 – Present).
     Prior to this he was Secretary, Ministry of Steel, Government of India (July,2006 –July 2008). He has also held the position of Advisor to the Governor of Nagaland during the period 24.1.2008 to 13.3.2008. He has received received the U.N.Public Service Award 2008 on 23.6.2008 of U.N. Headquarters, New York. He Received the top civil service award, namely, Prime Minister’s Award for Excellence in Public administration on 21.4.2007.

     He was Secretary, Ministry of Parliamentary affairs, Government of India( May, 2006-June, 2006) where he was responsible for coordination between Ministries of the Government of India and the Parliament of India. He also held the post of Additional Secretary, Department of Agriculture and Cooperation, Government of India (July, 2004-April, 2006) and Chief Secretary, Government of Nagaland (June, 2000-July, 2004).

Mr. Sibal did his post graduation in physics (honours) from Punjab University, Chandigarh. He joined ONGC in 1975 and after a brief stint, he moved to Oil India Limited (OIL) where he worked for 29 years in the spheres of exploration, operations, strategic planning and human resource management.

At OIL, he set up a state-of-the art IT department and a geophysical department, and formed a strategic and corporate planning cell. 

      Mr. Sibal is currently the Director General of Directorate General of Hydrocarbons, Govt of India and is responsible for giving technical advice to the Ministry of Petroleum and Natural Gas on the exploration of oil and gas, review of exploration programmes and the relinquishment of acreage. He is also responsible for the continuous review of discovered reserves, development plans and repository of E&P data besides laying down strategies for exploration abroad.


   
   Mr R K Mehrotra CBE

Ravi K Mehrotra CBE, established Foresight Limited London, General Agents for the International Shipping, Oil Drilling and Oil Exploration industries, in 1984 after advising the Iranian Government as their Senior Shipping Advisor in addition to his role as Managing Director of Iranohind Shipping Company.  
   On moving to London, he was instrumental in establishing the shuttle service for Iranian oil during the Iran/Iraq War, shuttling 2.2 million barrels per day. Following that he developed a fleet of ships (dry cargo bulk carriers, containers, tankers, reefers, jack-up oil rigs and later, cruise) operating worldwide.  He has led delegations on oil drilling and exploration in Iran, India, around The Gulf, The Far East and Europe. 

   His Honorary CBE was granted by Her Majesty the Queen in June 2006 for his services to the international shipping industry, and presented to him in January 2007 by Dr Stephen Ladyman, Minister of Shipping. He has headed the Foresight Group since its inception as Chairman and Chief Executive Officer until September 2008 when he handed over the charge of CEO to Mr A G Deshpande and since then he is the Executive Chairman.

     Haydn has previously held senior positions at the United Kingdom Hydrographic Office and in several maritime navigation and communications companies.
Most recently, he was Managing Director of Navigation Specialist ChartCo Ltd. He is a former deck officer of the Royal Navy.

Shri Umesh C. Grover started his sea career after graduating from DMET, Kolkata in November 1971 with The Shipping Corporation of India as a Shipboard Engineer. After sea-career of 14 years, he joined the shore services of SCI in March 1987.  In 1991, he was deputed to Irano Hind Shipping as Director Technical & returned in 1994.

      From 1994 to 1997, he handled Technical Operations of Bulk carriers & Dry cargo fleet.  In 1997 he was given a commercial assignment in Container Services & Marketing Dept. and as GM (Container Services & Marketing) he was in charge of network of global container services operated by the SCI.

Shri Grover was appointed as the Director, Technical & Offshore Services Division by the Govt. of India on 01.04.2006. He and his team is responsible for planning and implementing the SCI’s ship acquisition programme involving new & second acquisitions, shipbuilding, ship disposal.  He is also in charge of all Offshore activities of SCI and providing technical consultancy to various Government and Scientific & Research bodies.  Also in charge of Information Technology Dept. and  responsible for implementation of information technology in SCI. 

He has vast experience of ship management (both technical & commercial), marketing, liner conferences/bilateral matters, maritime training & implementation of ISM Code.


   
   Dr Rabi Bastia

   Topic : Oil Exploration - Country perspective, Companies overview

Dr. Rabi Bastia, is a well known exploration and management leader in the Hydrocarbon Industry.  He obtained his Masters degree in Petroleum Exploration from Norwegian Technological University, Norway and a Doctoral degree in Geology from IIT, Kharagpur.  He has been serving the Indian petroleum industry for about 3 decades in different capacities with distinction.

     Dr. Bastia’s contribution in exploring for hydrocarbons in the deep water regions of India is commendable.  He has provided a high level of leadership in directing and implementing several major exploration programmes in the deepwater regions of the east coast of India which have resulted in major hydrocarbon discoveries.  The gas discovery in the Krishna-Godavari basin is the world’s largest find of the year 2002.  The discovery in the Mahanadi offshore is another tribute to his foresight, particularly due to the fact that this discovery was preceded by a long spell of unsuccessful exploration by previous operators.  Dr. Bastia’s approach in development of new concepts coupled with several technological innovations has added a new dimension to the Indian Hydrocarbon scenario and earned India a place of pride in the deep water map of the world.

In recognition to this outstanding contribution in the field of Science and Engineering the Government of India has conferred him the “Padma Shree”, one of India’s highest civilan awards in the year 2007.In the same year, he has also been awarded The “ Bharat Gaurav” from the state of Orissa, another landmark achievement and very recently the “Infraline Service to Nation Award in Energy Excellence”. He has also been conferred with “Who’s Who in the World” in the year 2008, in recognition to his outstanding professional excellence in the field of petroleum.

Besides his industry assignments, he is also actively pursuing some research projects in the field of oil exploration with Stanford University, USA, University of Utah, USA and Norwegian Technological University, Norway.  He is currently teaching a course in “Petroleum Exploration” as Adjunct Professor in IIT, Bombay.  He has written a book titled “Geologic Settings and Petroleum Systems of India’s East Coast Offshore Basins: Concepts and Applications”.

Ray’s career spans over a period of more than 30 years in the maritime industry and in the world of education and training. Ray holds a Degree in Master of Business Administration, University of Warwick, UK; a Member of Chartered Institute of Transport, UK; and is a Class 1 Marine Engineer.
     Ray had been a Chief Engineer at sea, and held technical management position in the shipping related industry. He had been with Singapore Maritime Academy for several years as Principal Lecturer / Dy Director and was in the “IMO Panel of Competent Persons for STCW”. Ray has been with Det Norske Veritas as General Manager for DNV SeaSkill Asia since 2004.

   Mr Bodh Nath Prasad has been associated with Bernhard Schulte Shipmanagement (India ) Pvt. Ltd.     (formerly known as Eurasia) for the last 14 years.

    As a student of the Netarhat Residential School, he obtained a meritorious 5th position in the school finals in Bihar, India. He then studied Marine engineering at India’s premier Directorate of Marine Engineering in Kolkata from 1969-1973, obtaining the Director’s Gold Medal and General Proficiency Prize. He obtained his MBA in Business Administration from Hong Kong.

Mr. B.N. Prasad started his sailing career as a junior engineer in Oct. 1973 retired as Chief Engineer in 1994.  He sailed with Great Eastern Shipping in Mumbai, Egon Oldendroff, Luebeck, Karnataka Shipping Co Mumbai, IRSL ( Iran ), Ugland Brothers, London etc. Mr. B.N. Prasad came ashore and joined Eurasia (Hong Kong ) as Technical Superintendent. He was soon promoted to Technical Manager, then Fleet Director and today Mr. Prasad is heading the Mumbai unit as Managing Director, Bernhard Schulte Shipmanagement (India) Pvt. Ltd.

With Eurasia Mr. Prasad built up a strong customer relationship with Bernhard Schulte Hamburg & MOL Tokyo , while overseeing their ships.  He has developed many ship management practices for better monitoring vessel performance, such as PMS, etc. In addition to this, he has built up a fleet of 22 cape size vessel with undaunted team efforts in management, yielding positive results for both old and new vessels.

Mr. Rakesh Verma is holding the position of Vice President & CTO in Samsung Heavy Ind India.

Capt. Sandeep Kalia started his career with Univan Ship Mgt as Deck cadet in 1989 and sailed with them on various types of vessels until 2004.

   After a successful sea going career of 14.5 years with Univan, he joined their Safety and Quality Department in Mumbai. During the tenure in QHSE department he carried out various Ship Audits, Accident & Incident Investigations.

   In January of 2005 he joined the Training department of Anglo Eastern Maritime Training Centre, Mumbai, as In-Charge of the state of the art Navigation Ship Handling Simulator and conducted various Navigational, Maritime Resource Mgt, Safety and security related courses.

   In January' 2007 he joined the Marine Logistic Department (FPS) of Great Offshore Limited", one of the largest Indian Offshore services providers, and was appointed as "Head of Fleet Personnel Department" in 2008. He is actively involved in recruitment of competent seafarers for Offshore Supply Vessels and overseeing their Training needs and requirements. One of his key competencies lies in identifying the Human & Behavioural aspects of seafarers and developing training programs to address their needs. Capt. Kalia is also assisting the STW sub-committee & The Directorate General of Shipping, India, in formalizing the OSV & DP related competencies.

   He is a member of Company of Master Mariners of India (CMMI) & OSPA and has presented paper on "Offshore Resource Management" at International Business Conferences and Nautical papers in CMMI seminars.

Mr.Murphy has extensive experience in the engineering design, and project management within the offshore industry for both Drilling and Production platform engineering and design.

Throughout his career, Mr. Murphy has worked as Technical Lead and in various Management positions with large international companies, including Aker maritime, McDermott, and Technip. Mr. Murphy has been in leadership roles for serveral industry leading or first-of designs.

Mr.Murphy served as lead Mechanical Engineer for seven (7) SPAR platforms and aguably has more experience than anyone in the industry for Marine Systems for SPAR platforms. Mr. Murphy also served as lead Mechanical/Drilling Engineer for four (4) of the latest ultra-deepwater (>10,000 ft) drilling semisubmersibles, including one which operated with dual drilling capabilities. With a Bachelors degree in Mechanical Engineering, Mr.Murphy further extended his education with a Masters in Business Administration and Project Management Certification.

Mr. Murphy, as Chief Operations Officer currently runs Enertech's Houston office and coordinates all project work done out of Enertech's two (2) China offices.

He also has experience with salvage contractors including Smit Singapore, Smit salvage Rotterdam, Nippon Salvage, Svitzer Wijsmuller, Mubarak Marine Salvage and local salvors. He has in particular experience in working in the Middle East region and Sub-Continent for the past 6 years for various P&I Clubs and/or their regional Correspondents as well as Admiralty Lawyers. He has specific in-house training on SCOPIC and the duties of SCR. He has been succesful in the development and operation of integrated bridge systems including electronic chart system and use of the “LIPS” system.

Shri N.K.Mitra is a well known offshore oil & gas professional from India who rose to the directorship of ONGC from the executive bottom of the field hierarchy.

   A widely traveled man to a number of oil & gas fields across the world, Shri Mitra is a witness to a number of changes in & around the world on the oil and gas front. As key note speaker, chairperson and advisory member to a host of international and national conferences/symposiums/ATWs/Seminars, he has quite successfully put forward his views and concerns over issues that are quite pertinent to the oil industry at a given point of time. He has written over 50 articles in various E&P journals and delivered over 30 key note addresses. His perspectives have always been duly acknowledged in the industry circles. Quite recently, he has been conferred “Best Offshore Oil & Gas Man from India” from IORS. A firm advocator of change dynamics with respect to  technology, environment & perception and a strategic thinker, Shri Mitra has taken enough pain in ensuring that oil & gas industries in India is not left behind in adopting the new paradigms for the E&P industry and has ensured the deliverance at par with the international standards & practices.

   Shri N.K.Mitra has superannuated as the Director (Offshore) as well as Director-I/c Marketing of Oil & Natural Gas Corporation Ltd and also from the Board of Director of a number of companies like M/s Pawan Hans Helicopter India Limited, M/s Petronet LNG Limited, ONGC Videsh Limited and M/s Mangalore Petrochemical Refineries Limited. Besides these, he is the senior most member of SPE from India, worked in the board of SPE –Mumbai Section in various capacities over the year and is currently the Chairperson, SPE India Section.

11 years of unconventional shale gas experience in the Antrim and New Albany Shale plays in Northern Michigan and Southern Indiana/Kentucky.

Dr. Purnendu Misra did his Marine Engineering from DMET in  1969 – 1973.  Subsequently, he served with the Shipping Corporation of India and the Univan Ship Management, Hongkong at various levels till 1984. He joined the Mercantile Marine Department in 1984 at Calcutta and has served at Chennai, Visakhapatnam and Mumbai. He is currently The Principal Officer, Mercantile Marine Department and Joint DG (tech) at Mercantile Marine Department Chennai.

      Dr. P. Misra has been on various National and International committee’s steering Maritime education, Quality in Shipping, Manning, Maritime security etc. He has represented India at IMO at various levels. He is a lead auditor and specially selected for auditing U.S.A and Australia. Dr. P. Misra has also been in the forefront of Maritime research in Human Error and Maritime Safety. Dr. P. Misra is a consultant with IMO and a consultant with Government of India on Maritime Safety matters.
     
     He has to his credit 20 research papers published in international journals and about 54 technical papers presented in Seminars and Conferences. He has authored Four books and Edited Three books on diverse topics.
     
     Dr. Misra is one of the very few marine engineers who have done their Ph.D.  devising a Safety Index for Ships,  for which he was awarded the Gold Medal for the best thesis in the year 2000. Dr. Misra also concurrently holds a degree in Law and a degree in Economics with specialization in Shipping economics.  He also holds a diploma in Business Management.

Dr Michael Smith has spent 25 years working in the oil and gas industry.
After receiving his doctorate in geology from Oxford University in the UK he worked for 7 years as a consultant in the Asia-Pacific and for the next 10 years was employed in managerial and technical capacities with oil companies in many parts of the world, mostly in exploration-related activities.

When Tyco Thermal Controls decided to start off a Design Centre in India, he was handpicked by the President of Tyco Thermal to Head the India Design Centre. Currently with more than 280 employees the India Design Centre looks after designing for Tyco Thermal Controls worldwide operations

He is now the Engineering Head of India Design Centre. Anil Lotlikar was also instrumental in doing several projects for HPCL, IndianOil, Petronas, ADNOC, ARAMCO, Qatar Petroleum, NTPC, Larsen & Toubro, JJC, Hyundai. He has immense experience in the field of Electric Heat Tracing and handled major projects in an all around manner. Some of the major design work he has handled includes the very complex 600 KM piping for Cairn Energy & was also involved with various Downhole Heating projects across the world.

He is an Electrical Engineering graduate & has been involved technical trainings at various Tyco offices which include Tyco Thermal engineering offices in Europe & US.

Colin Gardiner is employed by Baker Hughes Incorporated as the Product Line Manager for Wellbore Construction for the Middle East and Asia Pacific based in Kuala Lumpur, Malaysia.
The Wellbore Construction portfolio includes Open Hole Isolation, Liner Hanger Systems, Multilaterals and Solid Expandable technologies.

Colin holds a BSc and a Post Graduate Diploma in Drilling and Well Engineering from the Robert Gordon University, Aberdeen, Scotland. Prior to moving to Kuala Lumpur in 2008, Colin worked in Aberdeen for 12 years starting out as a field engineer and moving into an applications then sales position specializing in open hole completions and solid expandable technologies.’

   Topic : Manpower training & deployment for FPSO & FLNG
Capt Khushroo Mistree is a member of the faculty of Anglo Eastern Maritime training centre. He is also a consultant for maritime training and also an inspector for the Oil Coordination Committee (IOC, HPC, BPC).

Capt Khushroo's experience in training the officers in the operations of oil tankers, gas tankers, oil terminals, port state control and oil major inspections, loss prevention, liquid cargo handling simulators etc are well acclaimed.

He has also authored and compiled the following books - Loss control in Petroleum Transportation, Safe Oil Tanker Operations and Safe Gas Tanker Operations.

He has more than sixteen years of Health, Safety and Environment and Process Safety consulting experience. His present responsibilities include managing and coordination of all Process Safety related consulting studies for GL clients.

   He has been Head of NELP and CBM Rounds in Directorate General of Hydrocarbons under the Ministry of Petroleum & Natural Gas, covering five rounds of NELP and CBM Rounds. During his tenure as Head of NELP and CBM Rounds, Dr.Rao has done pioneering work and was closely associated  in  drafting the  PSC under the 1st NELP Round with the Ministry of Petroleum & Natural Gas, Govt. of India.
Dr.Rao has been on several overseas assignments for Oil field Development, Data evaluations, bid Rounds and On Road Show presentations.

   He has authored several technical papers and  also a Compendium on Oil & Gas Exploration in India.
